"NEW TALENT"
(formerly International Forum of Young Performers - IFYP/TIJI)

The International Forum of Young Performers (IFYP), created in 1969, is a European competition for young musicians organized by the European Broadcasting Union on behalf of UNESCO and the International Music Council (IMC). Since 2002 it has been called "New Talent".

The "New Talent" competition aims to encourage and promote young musicians through radio, by the organization of public concerts that are broadcast by Member organizations of the European Broadcasting Union (EBU).

Candidacies from young musicians can be submitted either by EBU Member organizations or by the national committees of the IMC and European Music Council (EMC).
With effect from 2003, the "New Talent" competition will take place in Bratislava (Slovakia) and will be co-organized by Slovak Radio and the Slovak Philharmonic-Bratislava Music Festival.

RULES FOR THE 2010 "NEW TALENT" COMPETITION

Preliminary note:
Non-respect of the conditions of these rules will lead to the elimination of the candidate(s).

ADMISSION
Each EBU Member organization or ICM national committee may present a maximum of two artists per country (deadline for the submission of participation forms: 28 February 2010).
For each candidate, an information dossier (in French or English) will be compiled, containing:
- Detailed information concerning the programme (timing of works, publishers, etc.) and the recording (place and date of recording).
- Information about the artists in the form of a curriculum vitae accompanied by two press photos. Specific mention will be made of the exact date of birth of each artist presented.
The stereo recordings on CD, together with the information dossier, must arrive by post at the following address before 28 February 2010:

All recordings must be accompanied by a photocopy of the complete score of the works played (and not just the soloist's part), for use by the jury.
Age limits (on 31 December 2010)
Instrumentalists: 18 to 28 years
Singers: 20 to 30 years

ORGANIZATION
The "New Talent" competition is organized in three stages:

1st round:
Organizer: Slovak Radio
Selection of eight candidates to enter the semi-finals (second round), on the basis of the recordings received. The recordings will be distributed to the members of the jury via the Euroradio system between 29 March and 2 April 2010. The documents will be sent to the members of the jury by SKSR by 26 March 2010 at the latest.

The jury members will send their voting slips to the Secretary (EBU, Mr Pierre-Yves Tribolet; Fax: +41 22 717 26 10; e-mail: tribolet@ebu.ch) by Friday, 16 April 2010, 16.00 GMT at the latest. No voting slips will be accepted after this deadline.
The names of the eight finalists will be made known by the Permanent Services on Monday, 19 April 2010. SKSR will contact personally every organization that has presented candidates, whether or not they have been selected for the second round.

The programmes for candidates in the 2nd round and the finals will be submitted to the Slovak Philharmonic-Bratislava Music Festival before 1 June 2010 by the organizations presenting the candidates. SKSR will send to the EBU Permanent Services the pink offers for the complete programmes of the two 2nd round concerts before 30 July 2010.
The second round will take the form of two public concerts in Bratislava on Friday, 26 November 2010 at 16.00 GMT and 19.05 GMT (chamber music). These two concerts (pink offers) are offered for live broadcast. After the 2nd round, the jury selects three finalists.

Finals:
The public finals will take place in Bratislava with the Slovak Radio Symphony Orchestra and an internationally renowned conductor, on Monday, 29 November 2010 at 19.05 GMT (Euroradio concert).
The final concert will feature three works for soloist with orchestra, followed by a short orchestral work during which the jury will deliberate. At the end of this piece, the jury will come to the stage and the EBU representative accompanied by the chairman of the jury will announce the "New Talent of the Year" from the stage.

PROGRAMMES

1st round:
Each candidate will present a programme not exceeding 20 minutes of music. Recordings of more than 20 minutes' duration will disqualify the candidate.
These recordings may be made in the studio or during public concerts, whether as recitals (chamber music), or in concert with an orchestra. The recordings must be made in a single take and must not be edited.
Each recording submitted must have been made after 1 January 2009. The date of the recording(s) must be mentioned specifically in the candidate's information dossier.
The programme presented by each candidate will be sufficiently varied to allow jury members to make a comprehensive assessment of the candidate.

2nd round:
The candidates will present two chamber music programmes not exceeding 20 minutes of music (one of the two programmes will be chosen by the Slovak Philharmonic-Bratislava Music Festival and communicated to the candidate before 30 June 2010).
The programme presented by each candidate will be sufficiently varied to allow jury members to make a comprehensive assessment of the candidate.

Finals:
The candidates will offer two works, from the standard repertory of a symphony orchestra, with orchestral accompaniment (one of the two works will be chosen by the Slovak Philharmonic-Bratislava Music Festival and communicated to the candidate before 30 June 2010).

JURY
The jury is composed of seven members. The representative of Bratislava has a permanent seat and the six other jury members are designated each year by the EBU Music Programme Group.
The chairman and the jury members for the 2010 Competition will be appointed by the Music Group. Well-known personalities from the international musical world and former TIJI/New Talent prizewinners would, of course, be welcome.
The chairman represents the jury members.
The jury members shall refrain from promoting their candidate(s) before and during the sessions.

After listening to the tapes (1st round), the task of the jury is to select the eight young artists that will take part in the 2nd round of the competition, at the end of which it then designates three finalists. At the end of the final concert, the jury designates the "New Talent of the Year".
In reaching its verdict, the jury will take account of the following factors:
- the candidate's artistic personality, on the basis of an exact interpretation of the work;
- the structural concept of the works played;
- respect for indications in the score;
- the degree of difficulty of the works.
However, no account is taken of the age of the candidates.
At the end of the 2nd round and the finals, the EBU representative will count the votes in the presence of the jury.
The jury will vote on the performance of each candidate during the semi-finals or the finals, regardless of his/her previous performances (during the first round or the semi-finals).

Voting procedures
The vote is secret and anonymous, and uses voting slips. The EBU representative shall verify the respect of the procedures and the validity of the voting slips.

1st round
Each jury member will receive by e-mail a voting slip with the names of all the candidates. Among these, he/she will select, to enter the 2nd round, ten candidates and gives them a rank from 1 to 10. A different rank must be attributed to each candidate, rank 1 being the best and rank 10 the least good. If there are not exactly 10 rankings given, the voting slip will be considered invalid.

A ranking of 11 is given to each candidate who does not receive a rank in the range 1 to 10; the total of the rankings given by all the jury members is then calculated. In the case of candidates of the same nationality as a jury member, the Secretary will cancel this vote and replace it by the average of the rankings given by the six other members, rounded down to the nearest whole number (0.499 or less) or rounded up (0.500 or more). The candidates are then classified in order from the best to the worst, the best being the one with the smallest number of points (minimum 7) and the worst being the one who receives the largest number of points (maximum 77).
In the event of a tie for the 8th place, the jury will vote again (vote by e-mail, organized by the EBU Permanent Services) to decide the ranking of the tied candidates. In the event that any candidate is not able to participate in the 2nd round, he/she is replaced by the first runner-up.

2nd round
Each jury member will receive a voting slip with the names of the eight candidates, for whom he/she will attribute a ranking from 1 to 8, rank 1 being the best and rank 8 the worst. Where a candidate has the same nationality as a jury member, the Secretary will cancel this vote and replace it by the average of the six other votes, rounded down (0.499 or less) or up (0.500 or more).
For each candidate, the total of the rankings given by all the jury members is calculated. The three candidates having the smallest totals are the finalists. In the event of a tie among the first three places, the vote of the chairman of the jury counts double.

Finals
Before the finals, the members of the jury will have the opportunity to meet the conductor, with whom the programme of the finals wil be discussed. The conductor will decide the schedule of rehearsals with the orchestra.
Each jury member will receive a voting slip with the names of the three candidates, for whom he/she will attribute a ranking from 1 to 3, rank 1 being the best and rank 3 the worst. Where a candidate has the same nationality as a jury member, the Secretary will cancel this vote and replace it by the average of the six other votes, rounded down (0.499 or less) or up (0.500 or more). For each candidate the total of the rankings given by all the jury members is calculated. The finalist with the smallest number of points is proclaimed "New Talent of the Year". In the event of a tie among the first two places, the jury votes again. In the event of a tie between all three candidates, the vote of the chairman of the jury counts double.

FINANCIAL ASPECTS
The Radio organizations themselves will assume the cost of participation of their jury members (travel costs, per diem, accommodation).
The host organization covers the following costs:
- accommodation costs (hotel and per diem) for the eight artists invited to Bratislava from Wednesday, 24 November 2010 to Tuesday, 30 November 2010);
- accomodation costs (hotel and per diem) for the possible accompanying pianists from Wednesday, 24 November 2010 to Saturday, 27 November 2010;
- organization of the three public concerts;
- printing of certificates awarded to the "2010 New Talent", to the two other finalists, and to all candidates selected for the 2nd round.

Slovak Radio will be responsible for the following:
- recording and pink offer for all EBU Members for all the public concerts of the 2nd round;
recording and Euroradio offer of the final concert.

The Member organizations presenting soloists will cover the following costs:
- contracts for unlimited radio and television broadcast rights for their soloists
The EBU Permanent Services will cover the following costs, via the Euroradio costs of the Euroradio Season presenting the final concert in question:
- travel costs of soloists (including any accompanying pianist) selected for the 2nd round and the finals

PROMOTION
In the week following the 1st round, SKSR will send to the EBU an edited tape of 90 minutes' duration containing the performances of the eight selected artists, made from the recordings submitted in the 1st round. The EBU will prepare a pink offer during the following two weeks.

SKSR will offer the two 2nd round concerts to EBU Active and Associate Members. The offer, for live or deferred broadcast, will be despatched by 30 July 2010 at the latest. All broadcasters taking part in "New Talent" undertake to air the performances of the second round and final concerts and will send to the organization that makes the recordings the dates on which these will be broadcast.

Each artist selected for the 2nd round will receive a certificate of participation. The finalists will be awarded a diploma with the words "2010 New Talent – Finalist". The "2010 New Talent" will receive a diploma with this wording. The final concert will be included in the 2010-2011 Euroradio Season.

The "2010 New Talent" will receive a financial prize of € 1,000 (one thousand Euros) given by a sponsor of the Slovak Philharmonic-Bratislava Music Festival.

It is recommended to EBU organizations that they invite the finalists to take part in their public concert series.

All candidates will receive from their presenting organization the present Rules and a cassette recording of their performance(s).

Immediately after the 1st round (i.e., when the jury has selected the eight candidates going on to the 2nd round), the host broadcaster will send a press release accompanied by colour photographs to all EBU Active Members as well as to the international press (press agencies) and to the press service of UNESCO/IMC.

Notes:
1) In the event of any dispute, the French version of these Rules shall apply.
2) The EBU representative shall be the sole arbitrator in the event of a dispute and shall have sole power to decide.
